The Feet the Sea Gives Back: Inside the Salish Sea Sneaker Mystery

On August 20, 2007, a twelve-year-old girl exploring a beach on Jedediah Island, a scrap of wilderness in the coastal waters of British Columbia, noticed a running shoe resting near the tide line. It was a man's size 12, blue and white. She looked inside. What she found was a human foot, still wearing its sock, decomposing in the shoe. The discovery opened one of the strangest case files in the recent history of North American forensics, and nearly two decades later it is still not closed.

The shoe did not stay alone for long. Six days later, on nearby Gabriola Island, a second sneaker came ashore with a second foot inside it. Then another, and another. Since that first find in 2007, more than twenty detached human feet, almost all of them laced into athletic shoes, have washed up around the Salish Sea. Roughly two-thirds have been recovered on the Canadian side and the remainder on the American. The most recent confirmed discovery came in 2023, on a beach in Victoria, British Columbia.

The Salish Sea is not open ocean. It is the system of inland waters that stitches together the coast of British Columbia and Washington State, taking in the Strait of Georgia, the Strait of Juan de Fuca and Puget Sound. Its shorelines are cold year round and heavily populated, and its beaches are walked every day. Almost every one of the feet was found by an ordinary person out for a walk, not by a search team.

The finds arrived at irregular intervals, sometimes months apart and sometimes years, and each one drew a fresh wave of coverage. In June 2008 the case attracted a hoax. Someone placed a skeletonized animal paw inside a sock and a shoe, packed it with dried seaweed, and left it on a beach to be found. Police, who called the hoax despicable, had to separate it from the genuine cases before the investigation could move on.

The forensic findings were consistent from the beginning. Not one of the recovered feet showed a cut mark. There was no trace of a blade, no sign of a saw, nothing to indicate that a tool had ever touched the bone. The feet had not been severed from anybody. The forensic entomologist Gail Anderson, who studies how bodies break down in water, set out the underlying principle plainly: when a body decomposes while submerged, its extremities tend to come away at the joints on their own, although they rarely float.

The explanation that coroners and oceanographers settled on is grim, but it is entirely natural. When a body ends up in cold seawater, decomposition sets in and marine scavengers, crabs and shrimp and the countless small feeders of the seabed, go to work. They take the body apart not by cutting but at its weakest seams, the joints, and the ankle is among the first connections to give way. Most of what comes loose sinks or scatters and is never seen again.

A foot inside a modern running shoe is the exception. The thick foam soles of contemporary athletic footwear are buoyant enough to turn the shoe into a small float that lifts the foot clear of the seabed, while the shoe itself forms a tough shell that shields the flesh and bone inside from the scavengers that would otherwise finish the job. Investigators noted the timing as well: the phenomenon begins with the era of air-cushioned, foam-soled shoes. Before those soles existed, a foot in a leather shoe sank with everything else.

Taken individually, the remains were unremarkable. They belonged to men and women alike, and some were left feet and some right. In more than one instance investigators matched two separate discoveries, washed ashore months apart and often miles apart, to the same missing person. Nor was every foot laced into a running shoe. The one traced to a missing fisherman was inside a sturdy size 12 hiking boot, an indication that any tough, buoyant modern footwear can provide the same combination of flotation and shelter.

Each find was handled as a separate death investigation, by the British Columbia Coroners Service on the Canadian side and by medical examiners in Washington State on the American side, with information passed across the border as the count grew. Patient investigative work turned many of the anonymous finds back into people. The shoes themselves became evidence. Because manufacturers produce and distribute particular models within narrow windows, a sneaker can be dated: one pair of Nike shoes recovered in early 2008 had been sold in Canada and the United States only between February and June of 2003, which helped investigators narrow down when their owner had gone into the water. DNA testing did the rest.

One foot was matched to Stefan Zahorujko, a fisherman who had vanished in 1987, his identity confirmed roughly a quarter of a century after he disappeared. The first foot of all, the one found on Jedediah Island, was eventually tied to a man who had struggled with depression. Another was identified as a person who had jumped from the Pattullo Bridge in New Westminster in 2004.

Beneath the sensational headlines, the pattern in the identified cases is consistent. In every case in which a name has been established, coroners have found accident or suicide. Not once homicide. The identified remains belong to people who drowned, fell, or took their own lives near a densely populated coast, and whose bodies the sea broke up and returned in fragments, one shoe at a time. In several of these cases a family learned what had happened to a relative only after a shoe came ashore.

As of 2025, roughly half a dozen of the recovered feet remain unidentified. They match no missing-person report and no DNA sample on record. The profiles stay open on both sides of the border, and every new find is checked against them. The discoveries have not stopped. They still arrive the way they began: a walker rounds a headland at low tide and sees a weathered shoe lying above the waterline.

Conclusions and Open Questions

The mechanical core of the case is no longer disputed. Cold water, marine scavengers and buoyant modern soles account for how a detached foot in a shoe can reach a beach, and the identified cases account for who several of these people were and how they died. What the science does not settle is why the finds cluster on this one coastline, and who the remaining unidentified are. On both points the explanations compete.

The theories that dominated the first years came from press speculation and online forums rather than from any investigating agency: a serial killer with a fixation on feet, an unreported plane crash, victims of a distant tsunami carried across the Pacific, or organized crime disposing of bodies. Their appeal was that they treated a cluster of finds as the work of a single hand. Their weakness is decisive. No foot showed a cut mark, the remains include both sexes and both sides of the body, no missing-aircraft record supports a crash, and every identified case has been ruled accident or suicide.

A second explanation, argued by researchers who work on the region's currents, holds that the Salish Sea really is different. Its inland geography traps and circulates water in semi-enclosed currents instead of flushing it out to open ocean, its temperatures are cold enough to slow the decomposition that would otherwise release and scatter the remains, and its channels tend to deliver floating objects to particular beaches. The strength of this view is that it offers a concrete physical mechanism, and the finds do concentrate in a definable region. Its weakness is that no one has demonstrated the region is unique; the claim has never been tested rigorously against other cold, enclosed, populated coastlines.

The opposing view, put forward by skeptics and by some investigators themselves, is that the Salish Sea is not special at all, only well watched. Its shores are densely populated and heavily walked, its beachcombers are numerous and attentive, and once the first finds drew intense media coverage, every later discovery was reported, catalogued and attached to the pattern. In this reading, feet may be coming ashore on quiet coastlines all over the world without ever being recognized. The strength of the argument is that it explains the clustering without anything extraordinary. Its weakness is that it does not fully account for why the finds began and clustered here before the coverage started, and it cannot rule out a real oceanographic effect.

What remains unexplained is that nobody has separated the two effects. There is no published study comparing the Salish Sea with other cold, enclosed, populated coasts under the same reporting standards.

The unidentified feet raise a separate question. Some argue that they point to something uncomfortable in modern life: that a person can be isolated enough to die near a populated coast and leave behind no missing-person report, no family making inquiries, no reference sample to match. One theory holds that these were transient or unhoused people whose disappearance was never registered anywhere. That is an open theory, not a finding. The more mundane alternative is that DNA reference samples exist only where a relative came forward, and the oldest cases may predate the databases.

The open questions are narrow and answerable in principle. Will the remaining unidentified ever be named, and are their relatives still alive to be asked? Do feet in shoes come ashore elsewhere and go unreported, and would a coordinated survey of other cold coastlines find them? Until that work is done, the science explains the shoe on the beach and leaves the map and the names unfinished.
